Feb 3, 2018 at 18:10 comment added Artefacto @MrChasi With auxiliary verbs, the infinitive is not in its own clause, and it is at least arguable whether there is a separate clause in fazer-inf constructions such as ela fez-lhes vender a casa. In both cases, the simple infinitive is mandatory. But I'll make it more clear.

However, I don't quite understand the section in which you wrote: "In general, the least syntactic autonomy the infinitive has, the more unlikely the inflected infinitive is. In this case, we have a verbal periphrasis with the auxiliary verb estar. The inflected infinitive cannot be used with auxiliary or semiauxiliary verbs. So the same applies to falar em tens que falar mais alto."
